Review Select Board’s Proposed TIF/STA Business Incentive Tax Procedure.

  • Select Board requested our input
The Planning Board’s four-page memo to the Select Board on their Proposals for Tax Increment Financing Completed. Memo provided to Select Board in Sept. and discussed in a presentation with them at their meeting on Oct. 5.

Consider updates to Village Parking Bylaw.

  • We would like to see if we can make it easier for new businesses/uses to be approved considering they may not always be able to meet bylaw requirements
  • With more than 300 new hotel rooms planned or already under construction, summer parking in the Village will likely be further stressed
Revisions to C-district requirements. Update passed at May 23 Town Meeting.

Consider updates to zoning in Lenox Dale.

  • In general, long overdue
To be presented at Spring 2017 Town Meeting, assuming we have adequate and ample time to review with and earn support of  Lenox Dale residents.  First phase of work — zoning map revisions — passed at May 23 Town Meeting.
  • Changes required as identified over time including in consultation with the Zoning Board of Appeals.

Update the Zoning Bylaw’s Table of Uses and Dimensional Requirements.

  • Changes required as identified over time including in consultation with the Zoning Board of Appeals.

Consider eliminating the requirement for developments to present preliminary site plan review before the Planning Board.

  • Planning Board has no decision-making authority; this belongs with the Zoning Board
  • This change would save businesses time and money and potentially accelerate the process for them
If change is made, update and reissue Planning Board Rules & Regulations. This would also require communications to ZBA and Select Board. Preliminary discussions held, but not yet calendarized for active work.

Consider updates to Accessory Dwelling Unit bylaw.

  • Zoning Board has asked for some clarifications to existing bylaw.
  • One advocate for applicants has suggested changes that were rejected under current bylaw.
  • State issuing new regulations that we must become familiar with and reflect, as necessary.
Could result in proposed bylaw changes that would need to go before voters. Some materials have been gathered, but not yet calendarized for active work. 

Identify priority development sites with compatible zoning and launch effort to create expedited permitting processes.

  • State has a program and funds to help us do this
  • Targets empty structures available for redevelopment
  • Improve and diversify commercial tax base
  • Help bring more jobs to Lenox

Consider bylaw changes that could make multi-family housing easier.

  • Recommended as part of RKG Study to make more affordable housing available
Could result in bylaw changes that would be presented to voters. Some recommendations made in RKG research (see below) and from community feedback meeting, but not yet calendarized for active work.
